Kristina Rihtar

Kristina Rihtar graduated from the Faculty of Law in Zagreb and passed the Bar Exam. She holds a Public Procurement Certificate and, in accordance with Article 16, paragraph 2 of the 2017 Rulebook, is recognised as a qualified expert in the field of public procurement. She completed the postgraduate specialist programme “Adjustment to the European Union: Project Management and the Use of EU Funds and Programmes” at the Faculty of Political Science in Zagreb. Through her professional work, she has gained extensive experience in the preparation and implementation of public procurement procedures, appeals procedures, and administrative disputes for contracting authorities such as Hrvatske vode and Hrvatske ceste d.o.o. Her experience includes conducting public procurement procedures for projects co-financed by EU funds, as well as performing ex-ante and ex-post controls, having worked both from the position of an Intermediate Body Level 2 (Hrvatske vode) and from the position of a Beneficiary (Hrvatske ceste d.o.o.). She is the author and co-author of several professional articles related to the public procurement system.
